NOTICE OF FILING AND HEARING
On March 1, 2016, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo ), both doing business as American Electric Power (jointly, the Companies) filed their 2016 petition to initiate the annual Expanded Net Energy Cost (ENEC) proceeding. APCo and WCo propose to increase ENEC rates to produce an additional $108.3 million in annual ENEC revenues, continue and expand the Transmission Investment Charge, create a Generation Investment Charge, address recovery of certain fixed costs formerly attributable to Felman Production, LLC, and be afforded other relief as set forth in the Companies’ Petition, which is on file with the Commission. The proposed increase in revenues is approximately 7.3 percent more than the Companies’ current overall rates.
Under the Companies’ proposal, the Transmission Investment Charge would be applicable to transmission projects in excess of $10 million and to transmission projects mandated by PJM Interconnection, L.L.C., or any successor thereto. The Generation Investment Charge would apply to the Clinch River Project that was certificated in Case No. 13-0764-E-CN and other projects approved by the Commission.
On March 1, 2016, APCo and WPCo also filed a Petition for review of their Vegetation Management Program (VMP) and true-up of the VMP Surcharge that was approved by the Commission on May 26, 2015, in Case Nos. 14-1152-E-42T and 14- 1151-E-D. The Companies do not propose to change the current VMP surcharge.
The Commission set a procedural schedule, including a hearing date in both of these cases for June 1-3, 2016. The hearing will begin at 9:30a.m. on Wednesday, June 1, 2016, in the Howard M.
