Petition for approval of a Phase II Energy
Efficiency and Conservation Plan.

PUBLIC NOTICE OF PROPOSED ENERGY EFFICIENCY AND CONSERVATION
PLAN AND COST OF PLAN

Monongahela Power Company (Mon Power) and The Potomac Edison Company (collectively, the Companies), public utilities who provide electric service to approximately 523,000 customers in West Virginia, have filed for approval of Phase II of an Energy Efficiency and Conservation (EEC) Plan. The Companies submitted the EEC Plan in accordance with commitments made in Commission-approved settlement agreements in Case Nos. 12-1571-E-PC and 13-1272-E-PW. The Companies propose Phase II of the EEC Plan will run from January 1, 2017 through May 31, 2018, and is budgeted to cost $9.9 million. The Companies are not asking for rate relief in the present case, but would ask for rate relief in a future proceeding if the Phase II EEC Plan is approved.

The Companies are currently implementing Phase I of the EEC Plan which includes two components: (i) a Residential Low-Income Program providing energy check-up audits, standard direct measures, and appliance replacement to low-income customers with household incomes up to 200 percent of the federal poverty level, and (ii) the Non-Residential High Efficiency Lighting Program which provides rebates for non-residential customers that install high efficiency lighting equipment.

Phase II of the Plan is designed to achieve a one percent cumulative gross savings by May 31, 2018, based on the average of its 2009 and 2013 distribution sales including the energy savings that will be achieved through the Phase I Plan. The Phase II Plan includes a new residential energy efficiency program with three subprograms (Energy Efficiency Kits, On-line Audit, and Lighting), a continuation of the existing Residential Low Income Program with the addition of new measures, and a continuation of the existing Non-Residential High Efficiency Lighting Program.

Anyone desiring to protest, support, or intervene may file a written protest, letter of support, or petition to intervene within twenty days following the date of this publication unless otherwise modified by Commission Order. Failure to timely comment or intervene can affect your right to comment on aspects of this case, including any associated rate increases. All comments or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission rules on intervention set forth in the Rules of Practice and Procedure, 150 C.S.R. Series 1. All comments and petitions to intervene should be addressed to Ingrid Ferrell, Executive Secretary, P.O. Box 812, Charleston, West Virginia 25323, and must be marked with Case No. 16-0403-E-P.
