Senior Center Parking Lot
The City of Vienna is seeking sealed bids for the installation of a concrete parking lot at the Vienna Senior Center, making it ADA compliant.
Bidding documents and specifications are available at the office of the Public Works Director, Vienna City building, 210 60th Street, Vienna, WV 26105.
Sealed proposals will be received until 9:00am on Monday, November 28, 2016, at the above address, at which time they will be publicly opened and read aloud. No bid may be withdrawn after that time for a period of ninety (90) days. Proposals received after that time will not be accepted and will be returned to the bidder unopened. Sealed proposals should be clearly marked âSealed Bid CDBG #17-02.ã
The City of Vienna reserves the right to reject any and all bids, and to waive any informality therein:
All work shall comply with the 2012 International Building Code, and Federal Regulations of the ADA standards.
Bidders will be required to comply with the President’s Executive Order No, 11246, âHUD Section 109,ã and non-segregated facilities which prohibit discrimination in employment regarding race, creed, color, sex, and national origin.
Bidders must comply with the title VI of the Civil Rights Act of 1964, the Davis Bacon Act, the Anti-Kickback Act, and the Contract Work-House Standards Act.
Bidders shall also comply with âHUD Section 3ã requirements for the training and employment of lower income residents of the project area. âHUD section 3ã requires (if possible) that work contracts in connection with the project be awarded to small business concerns. These businesses will be located within or owned in substantial part by persons residing in the area of the project.
A certified check or bank draft payable to the City of Vienna, or a Bid Bond executed by the bidder, and bidder and surety approved by the City of Vienna, in the amount equal to five percent (5%) of the bid.
There will not be any bonds returned or waived because the bidder failed to (or unable to) comply with the requirements set forth in the plans, specifications, and any applicable statutes of the United States, West Virginia, or local ordinances.
Any contractor submitting a bid on this project hereby certifies, acknowledges, and indicates that he/she has a license and meets qualifications required by the statutes of the state and subdivision in which the work is to be performed.
No bids will be accepted without a Contractor’s WV License Number included on the bid submission.
The project will be funded by the Community Development Block Grant Program, which is administered by the United States Department of Housing and Urban Development.
