Wilderness PSD is in receipt of WV Public Service Commission’s order for the proposed rate change as published under PSC Tariff Form 10 below. The proposed change of rates is to comply with WV Senate Bill 234 which was passed in March of 2015.
West Virginia Code § 24-1-1(k) states in part:
“The Legislature further finds that an adequate cash working capital fund is essential to allow water and sewer utilities that are political subdivisions of the state to deliver continuous and compliant service. Therefore, these utilities shall maintain a working capital reserve in an amount of no less than one eighth of actual annual operation and maintenance expense. This reserve shall be separate and distinct from and in addition to any repair and replacement fund that may be required by bond covenant.
Wilderness PSD Board and Staff are dedicated to provide a safe, dependable, and adequate supply of high quality water service at a reasonable cost to its customers, while operating and maintaining the physical assets of the system in a cost effective and efficient manner. The Public Service Commission has proposed a two-step rate change. Step One (effective for two years) minimum bill of $35.70, for up to 3,000 gallons, reflects a rate of $0.012 per gallon of water or $1.19 per day. Step Two (effective after two years) minimum bill of $33.54, for up to 3,000 gallons, reflects a rate of $0.011 per gallon of water or $1.12 per day. This change of rates meets the District’s goal to comply with WV State Code and provide for reliable service longevity at a reasonable cost to its customers.
