ADVERTISEMENT FOR BIDS HATFIELD McCOY REGIONAL RECREATION AUTHORITY MERCER COUNTY, WEST VIRGINIA PROPOSED HATFIELD McCOY WELCOME CENTER IN COALDALE, WV THRASHER PROJECT #101-060-0648 Sealed Bids for the Hatfield McCoy Welcome Center will be received by the Hatfield McCoy Regional Recreation Authority, located at 179 Rita Mall Road, Man, WV 25635, Logan County, West Virginia, until 1:00 p.m., L.P.T., on Thursday, December 8th, 2016 for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud. The approximate quantities of Work to be Bid upon is as described as follows: Provide all labor, materials, equipment, tools, fees, bonds, insurance and taxes to construct a new 1,600 SF Welcome Center building for Hatfield McCoy Regional Recreation Authority. The construction of the building will be stick built on a masonry foundation and slab on grade floor system. The exterior materials will consist of painted hardi plank siding, stone veneer, standing seam metal roof, cast stone, exposed timbers, and aluminum storefront. Interior spaces will consist of public ADA restrooms, mechanical/ electrical room, storage, lounge area, retail sales area and an open reception/information desk. Interior partitions will be wood stud with drywall and batt insulation, along with lay in ceilings and LED lighting. Vaulted pre-engineered wood ceiling trusses, rough cut wood trim an accents, solid surface counters, tile floors and laminate case work finish off the inside space. Exterior work will also consist of concrete sidewalks, and tie in of utilities. Anticipated contract award to be in January 2017, and a notice to proceed with construction will be issued for March 15th, 2017. It is anticipated that shop drawings and submittals would be completed prior to the start of construction. The Work will be substantially completed by August 15th, 2017 with final completion by September 15th, 2017. Liquidated damages shall be $500.00 per day. Amounts paid are not subject to refund. A two envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid for Hatfield McCoy Welcome Center in Coaldale Received by the Hatfield McCoy Regional Recreation Authority Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids shall be accompanied by a Bid Bond payable to the Hatfield McCoy Regional Recreation Authority, an amount equal to five percent (5%) of the Total Bid. Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The Hatfield McCoy Regional Recreation Authority reserves the right to reject any and all Bids. A NON MANDATORY pre-bid conference will be held at the Hatfield McCoy Recreation Authority office, located at 179 Rita Mall Road, Man, WV 25635, Logan County, West Virginia, on Thursday, November 17th, 2016, at 11:30 a.m., L.P.T.
