NOTICE TO ARCHITECTS AND ENGINEERS Request for Proposals Pursuant to WV Code 5G-1-3, the Mercer County Board of Education is seeking expressions of interest from architectural and engineering firms for all professional services required to design, engineer and prepare bid specifications for certain improvements at the Princeton Middle School located at 300 N Johnston St, Princeton WV, 24740. Services will also include construction administration to ensure compliance with the project terms and specifications. Improvements will include but are not limited to the purchase and installation of new cooling units that also provide heat or the distribution of heat utilizing the boiler currently in place. This project is contingent upon funding and a decision by the Mercer County Board of Education to accept and approve this project. Interested parties are invited to submit an expression of interest, statement of qualifications, performance data and other material information specific to their qualifications no later than September 1, 2016. A selection committee will evaluate the statements of qualifications and will conduct discussions with at least three of the professional firms submitting statements deemed to be the most highly qualified to provide the service required and will rank firms in order of preference. This includes negotiating a contract with the firm determined to be the most highly qualified, subject to negotiation of fair and reasonable compensation and scope of service. If the committee is unable to negotiate a satisfactory contract with the firm considered to be the most qualified, then that negotiation will be formally terminated. The committee will then undertake negotiations, following the same procedures, with the next ranked firm. This procedure will be continued thereafter until an agreement is reached. The selection committee will then submit a recommendation to the Mercer County Board of Education for action. The Mercer County Board of Education reserves the right to reject any and all statements from firms and to make the award in any manner deemed by it, in its sole discretion, to be in the interest of Mercer County Schools and in accordance with WV Code 5G-1-3.
