ADVERTISEMENT FOR BIDS
HUDSON TO STATE LINE
WATER LINE EXTENSION
FOR
PRESTON COUNTY PSD #4
PRESTON COUNTY, WEST VIRGINIA

Sealed bids will be received by the Preston County PSD #4, Preston County, WV, for a water line extension project until 2:00 p.m. prevailing time on August 25, 2016, at The Preston County PSD #4 office, 17840 N Preston Highway, Bruceton Mills, WV 26525, at which time bids will be publicly opened and read aloud. The project will be bid in 8 separate contracts.

Water Distribution System Improvements: Construction time limit is (360) calendar days with liquidated damages of one thousand dollars ($1,000.00) per day.

Contract #1 consists of the construction of the following: Water distribution system improvements to include the installation of approximately 64,890 LF of water lines with new 8” , 6” and 2” PVC water lines, 8” and 10” HDPE directional bore, approximately 1,279 LF of ¾” and 1” service lines, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, a new pre-cast pressure reducing valve, and all other necessary appurtenances required to complete the water distribution system improvements. Contract #1 will also have Additive Alternate #2 which will consist of constructing the following: Water distribution system to include the installation of approximately 6,080 LF of water lines with new 6” and 2” PVC water lines, approximately 70 LF of ¾” service lines, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, and all other necessary appurtenances required to complete the water distribution system Additive Alternate #2.

Contract #2A consists of the construction of the following: Water distribution system improvements to include the installation of approximately 54,463 LF of water lines with new 6” and 2” PVC water lines, 6” ductile iron water lines, 3” and 8” HDPE directional bore, approximately 1,218 LF of ¾” service lines, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, and all other necessary appurtenances required to complete the water distribution system improvements. Contract #2A will also have Additive Alternate #4 which will consist of constructing the following: Water distribution system to include the installation of approximately 4,500 LF of water lines with new 6” PVC water line, 8” HDPE directional bore, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, and all other necessary appurtenances required to complete the water distribution system Additive Alternate #4.

Contract #2B consists of the construction of the following: Water distribution system improvements to include the installation of approximately 76,500 LF of water lines with new 6” , 4” and 2” PVC water lines, 3” and 8” HDPE directional bores, approximately 1,120 LF of ¾” service line, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, and all other necessary appurtenances required to complete the water distribution system improvements.

Contract #3A consists of the construction of the following: Water distribution system improvements to include the installation of approximately 55,300 LF of water lines with new 6” , and 2” PVC water lines, 3” and 8” HDPE directional bores, approximately 736 LF ¾” service line, and also includes: valves, fittings, steel conduit, fire hydrants, and all other necessary appurtenances required to complete water distribution system improvements. Contract #3A will also have Additive Alternates #1 & #3 which will consist of constructing the following: Water distribution system to include the installation of approximately 15,826 LF of water lines with new 2” and 6” PVC water lines, 6” ductile iron water line, 8” HDPE directional bore, approximately 185 LF of ¾” service line and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, and all other necessary appurtenances required to complete the water distribution system Additive Alternates #1 & #3.

Contract #3B consists of the construction of the following: Water distribution system improvements to include the installation of approximately 83,273 LF of water lines with new 8” , 6” , 4” and 2” PVC water lines, 8” and 6” ductile iron water lines, 10” HDPE directional bores, approximately 1,863 LF of ¾” , 1” , and 1.5” service lines, and also includes: valves, fittings, steel conduit, fire hydrants, new water meter assemblies, 12’ wide access road construction, and all other necessary appurtenances required to complete water distribution system improvements.

Contract #4 consists of the construction of the following: Water distribution system improvements to include the installation of four (4) water storage tanks, refinishing one (1) existing water storage tank and also includes: site work, grading, culverts, E&S controls, foundation, fencing, gates, valves, valve vaults, fittings, and all other necessary appurtenances required to complete the water storage tank installations and refinishing. Contract #4 will also have an Alternate #1 which will include the Installation of four (4) Water Storage Tanks and removing one (1) exiting water storage tank and also includes: site work, grading, culverts, E&S controls, foundation, fencing, gates, valves, fittings, and all other necessary appurtenances required to complete the water storage tank installations and removal.

Contract #5 consists of providing radio telemetry SCADA system that will provide all new storage tank water levels at any given time, provide the means to remotely operate two (2) booster pump stations (based on corresponding water tank levels), one (1) booster pump Station (based on pressure at a hydro pneumatic pump station and check pressures and flow) and two (2) remote pressure reducing station.

Contract #6 consists of the construction of the following: Two (2) booster pump stations, one (1) hydro-pneumatic booster pump station, one (1) booster pump station upgrade, one (1) pressure reducing station, and also includes: site work, grading, culverts, E&S controls, buildings, fencing, gates, driveways, equipment, valves, fittings, and all other necessary appurtenances required to complete water distribution system improvements.

Plans will be available beginning July 28, 2016, at 8:00 am. Check or money order only, made payable to Stantec Consulting Services, Inc. Contract documents will be mailed upon receipt of payment.

A mandatory pre-bid meeting will be held on August 9, 2016, at10:00 a.m., at The Preston County PSD #4 office, 17840 N Preston Highway, Bruceton Mills, WV 26525. Conference with Engineer, bidders, and appropriate DEP personnel as necessary, and others directly concerned, for explanation of bidding and contract documents, project site familiarization as required, and for answering questions pertinent to the project. Attendance by bidders is mandatory in order to be eligible to bid on the project.

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Receipt of Addenda, Bid bond, and all other necessary documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form” . Both envelopes must have the following information in the lower left hand corner.

August 25th, 2016.

The main envelope, “Envelope No. 1” , will be opened first and the Receipt of Addenda, Bid Bond, EEO Certification of Compliance and all other necessary and required documents as listed on the Bid Opening Checklist Section 00140, will be checked to ensure that all documents are in order. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Proposal Form” will be opened and publicly read aloud. If the documents are not in order, the envelope containing the “Bid Proposal Form” will not be opened and the Bid will be considered non-responsive and returned to the Bidder.

A bidder may not withdraw his/her Bid for a period of ninety (90) days after the date set for the opening of bids.

Bids shall be accompanied by a certified check or bid bond payable to Preston County PSD #4, in an amount equal to five percent (5%) of the base bid.

Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Works Hours Safety Standards Act, and the WV Act on Wages for Public Improvements.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

“DBE REQUIREMENTS”

Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.

The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.

“NONDISCRIMINATION IN EMPLOYMENT”

“Bidders on this work will be required to comply with the President’ s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.”
